NAVY

Alutiiq 3SG, L.L.C., Anchorage, Alaska, is being awarded a $289,851,239 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity multiple award contract for the global business support. This award is part of a previously announced multiple contract award for the global business support effort. The estimated dollar value for this program, including the base period and two option years, for all 24 contracts combined is $730,000,000. Funding will be provided at the task order level. The work performed in the program is for a wide range of temporary support services that will provide direct labor, supervision, management, and materials, to perform non-personal services as defined in individual task orders. Services will encompass the following 15 functional areas: administrative support and clerical services; quarters management services; healthcare services (excluding doctors, nurses, and physician assistants); information and arts; information technology; instructional and training services; maritime material handling; mechanics and maintenance and repair; plant and system operation; engineering/technical support; mobile equipment operation; financial management; specialized technology; industrial services; and general services and support. Work will be performed in the Alaska, Arizona, California, Colorado, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming. Work is expected to be completed in August 2012. With options exercised, the completion date could continue until August 2014. Contract funds in the amount of $1,200,000 will expire at the end of the current fiscal year. Contracts were competitively procured via the World Wide Web, with 57 offers received in response to the 100-percent small business set aside solicitation. The Fleet Logistics Center San Diego, Regional Contracts Department, San Diego, Calif., is the contracting activity (N00244-11-D-0045).

Eagle Industries Unlimited, Inc., Fenton, Mo., is being awarded a $50,184,913 delivery order, 0001, under previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (M67854-11-D-3071) for Marine Corps packs, training materials, and data reports. Work will be performed in Mayaguez, Puerto Rico (52 percent), and Lares, Puerto Rico (48 percent), and is expected to be completed Sept. 15, 2012. Contract funds in the amount of $50,184,913 will expire at the end of the current fiscal year. This contract resulted from an unrestricted competition. Propper International, Inc., Mayaguez, Puerto Rico, is being awarded a $47,527,535 delivery order, 0001, under previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (M67854-11-D-3070) for Marine Corps packs, training materials, and data reports. Work will be performed in Puerto Rico (81.5 percent), and Bozeman, Mont. (18.5 percent), and is expected to be completed Sept. 15, 2012. Contract funds in the amount of $47,527,535 will expire at the end of the current fiscal year. This contract resulted from an unrestricted competition. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

Surface Technologies Corp. (STC)*, Atlantic Beach, Fla. (N55236-11-D-0007), and South Bay Sand Blasting & Tank Cleaning (SBSB)*, San Diego, Calif. (N55236-11-D-0008), are each being awarded firm-fixed price, multiple-award, indefinite-delivery/indefinite-quantity contracts with a maximum value of $33,787,500 for STC, and $33,003,990 for SBSB, for non-skid decking removal and replacement. The non-skid removal work will be performed on frigates, destroyers, and cruisers. Work will be performed in Mayport/Jacksonville, Fla., and is expected to be completed by September 2012 for the base year. Funds in the amount of $50,000 will be obligated at this time and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website as a total small business set-aside, with three proposals solicited and three offers received. Canadian Commercial Corp., General Dynamics Land Systems - Canada, Ontario, Canada, is being awarded a $45,184,057 firm-fixed-priced modification under previously awarded contract (M67854-07-D-5028) for the procurement of the following engineering change proposal upgrades: independent suspension axle systems; transfer case component kits; hydraulics upgrade kits; auxiliary power harness kits; battery harness kits; modular ammunition restraint system brackets; crew cooling kits; automated fire extinguisher system kits; and storage bin hardware. Work will be performed in Benoni, South Africa (91 percent); Halifax, Canada (5 percent); Goleta, Calif. (3 percent); and Irving, Texas (1 percent), and is expected to be completed no later than June 2012. Fiscal 2009 Other Procurement Appropriation contract funds in the amount of $45,184,057 will expire at the end of the current fiscal year. Sauer, Inc., Jacksonville, Fla., is being awarded $18,161,000 for firm-fixed-price task order 0005 under a previously awarded multiple-award construction contract (N69450-09-D-1277) for construction of a paint and blast facility at Marine Corps Support Facility Blount Island. The work to be performed also provides for administrative areas and high bay areas with supporting systems. Work will be performed in Jacksonville, Fla., and is expected to be completed by May 2013. Contract funds will not expire at the end of the current fiscal year. Five proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.

SOLPAC Construction, Inc., doing business as SOLTEK Pacific Construction Co., San Diego, Calif., is being awarded $15,232,841 for firm-fixed-price task order 0009 under a previously awarded multiple-award construction contract (N62473-06-D-1058) for repair and renovation to Bachelor Officer Quarters Wing B, Buildings 801and 804, and Senior Enlisted Barracks, Buildings 908 and 909, at Naval Air Station Lemoore. The work to be performed provides for the design and construction in order to upgrade and repair the existing bachelor housing buildings to meet current building codes; unified facilities criteria standards; Leadership in Energy and Environmental Design and energy code requirements; Architectural Barriers Act/Americans with Disabilities Act standards; Federal Emergency Management Agency and Tri-Service Seismic design criteria; installation requirements; and antiterrorism force protection standards. The task order also contains one planned modification and one unexercised option, which, if exercised, would increase cumulative task order value to $16,944,591. Work will be performed in Lemoore, Calif., and is expected to be completed by March 2013. Contract funds will expire at the end of the current fiscal year. Rolls Royce Corp., Indianapolis, Ind., is being awarded a $14,978,534 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-09-D-0020) to increase the ceiling on contract line items for power by the hour, per engine flight hours, and spares in support of the KC-130J aircraft. Work will be performed in Cherry Point, N.C., and is expected to be completed in February 2012. Contract funds will not expire at the end of the current fiscal year. No funding is being obligated at time of award. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Rolls Royce, plc, Bristol, England, is being awarded a $12,232,537 firm-fixed-priced delivery order 5107 under the existing basic ordering agreement (N00383-08-G-003M) for the procurement of 8,436 turbine blades, HP ST2 used in support of the F-402 engine. Canadian Commercial Corp., Ottawa, Ontario, is being awarded a $9,988,882 modification to a previously awarded fixed-price contract (N68335-11-C-0072) to exercise an option for the procurement of two recovery assist, securing and traversing systems in support of the Aircraft Launch and Recovery Equipment Program. Marotta Control of Montville*, Montville, N.J., is being awarded a $9,865,747 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the design, testing, and production of motor-operated pilot valves (MOPV) for shipboard firefighting systems. The MOPV will provide two control functions, as a four-port master MOPV and a three-port service MOPV. The four-port master MOPV will be used to initiate aqueous film forming foam (AFFF) concentrate flow, and fire main flow for mixing and disbursement to AFFF systems aboard the Navy fleet. The three-port MOPV serves as the local disbursement valve for either fire main flow or the AFFF mixture. Work will be conducted in Montville, N.J., and is expected to be completed by September 2016. Contract funds in the amount of $33,747 will expire at the end of the current fiscal year. This contract was competitively procured through Navy Electronic Commerce Online and Federal Business Opportunities websites, with three offers received. Raytheon Missile Systems, Tucson, Ariz., is being awarded a $9,112,698 fixed-price incentive-fee and firm-fixed-price modification to previously awarded contract (N00024-09-C-5305) for low rate initial production of fiscal 2011 Standard Missile-6 Block I all-up rounds. Work will be performed in Tucson, Ariz. (50 percent); Camden, Ark. (23 percent); Boston, Mass. (5 percent); Dallas, Texas (4 percent); Hanahan, S.C. (3 percent); Anniston, Ala. MISSILE DEFENSE AGENCY

The Missile Defense Agency is announcing the award of a sole-source undefinitized contract action to Raytheon Missile Systems Co., Tucson, Ariz., under contract N00024-07-C-6119, modification P00068. A cost-plus-incentive-fee modification is contemplated. The total not-to-exceed value of this effort is $285,800,000, increasing the total contract value from $1,269,128,730 to $1,554,928,730. Under this modification, the contractor will manufacture an additional 23 Standard Missile-3 Block IA missiles. The work will be performed in Tucson, Ariz. The performance period is from date of award through April 30, 2014. Fiscal 2011 defense-wide procurement funds in the amount of $60,000,000 will be used to incrementally fund this effort. Contract funds will not expire at the end of the current fiscal year. This is not a Foreign Military Sales acquisition. The Missile Defense Agency, Dahlgren, Va., is the contracting activity.

ARMY

IMT Defense Corp., Westerville, Ohio (W52P1J-11-D-0094), and Medico Industries, Inc., Wilkes-Barre, Pa. On Sept. 15, 1991, test aircraft T-1 took off from the Boeing Long Beach site on a two-hour flight that proved the engineering and design concepts of the aircraft and marked the beginning of the program.
T-1 flew by Long Beach again on Sept. 15, 2011, in a re-creation of its milestone flight.
"The first flight of T-1 ushered in a new era in military and humanitarian airlift," said Bob Ciesla, C-17 program manager for Boeing. "Twenty years ago, when I was working in flight test for this new airlift program, I could not anticipate just how critical the C-17 would become for the U.S. Air Force and its allies. The success of the C-17 Globemaster III program extends beyond Boeing's employees and supplier partners -- who have proudly engineered and built the world's greatest airlifter for two decades -- to exceed the expectations of customers around the globe who fly the jet every day."
The C-17 has flown more than 2 million hours in its 20-year history, supporting worldwide airlift missions that transport troops and supplies to global hot zones and bring aid to those in need during humanitarian crises.
"There is no question that the C-17 has set the bar high," said Ciesla. "The program has performed on cost and on schedule for more than a decade. Now we are entering a new stage with a production-rate reduction from 15 to 10 aircraft per year, extending the life of the C-17 line to 2014 and beyond."
The C-17 aircraft has achieved a number of record-breaking milestones -- more than any other airlifter in history -- and set 33 world records during initial flight testing at Edwards Air Force Base, Calif. The C-17's records include payload to altitude and time-to-climb, as well as a record for short-takeoff-and-landing in which the C-17 took off in less than 1,400 feet, carried a payload of 44,000 pounds to altitude, and landed in less than 1,400 feet.
During the past 20 years, Boeing has delivered 235 C-17s -- 211 to the U.S. Air Force, including active duty, Guard and Reserve units, and 24 to international customers including the United Kingdom's Royal Air Force, Royal Australian Air Force, Royal Canadian Air Force, Qatar Emiri Air Force, United Arab Emirates Air Force and Air Defence, and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations. India became the newest C-17 customer in June, when India's Ministry of Defence signed an agreement with the U.S. government to acquire 10 C-17s that will be delivered in 2013-2014.

(NSI News Source Info) TORONTO, Canada - September 16, 2011: Russia’s state-of-the-art Kamov Ka-52 combat helicopter has passed all tests to be approved for deployment on Navy vessels. The aircraft will be used with Mistral-class carriers, which Russia buys from France.
During a two-week trial in the Barents Sea, a modified Ka-52 successfully performed various maneuvers, including landing on a moving vessel. The aircraft’s landing gear proved sufficiently robust to withstand the tilting of the ship. The helicopter was piloted by Naval aviation veteran, Vitaly Lebedev.
“The main part of the work is over. The helicopter has been tested in all modes of operation,”
said a statement from the Northern Fleet, which provided the anti-submarine ship “Vice-Admiral Kulakov” for the tests.
The military believes the Ka-52 has proved itself capable of being deployed from any suitable vessel of the same class or bigger. That includes the French Mistral-class helicopter carriers, two of which Russia bought earlier this year. Moscow is in negotiations with Paris about building two similar vessels in Russia on license. The Ka-52 is tipped to become the helicopter of choice for the French vessels.
The Kamov Ka-52 “Alligator” is a two-seat twin-rotor multitask combat aircraft based on the design of the Ka-42 helicopter. It has a top speed of 310 kph and practical range of 520 kilometers. It has an advanced targeting system, which allows distribution of targets between several helicopters acting as a team.
Operational history
Ka-50 took part in the Russian Army's operations against rebels in the Chechen Republic. In December 2000, a pair of production Ka-50s arrived to the area. With the Ka-50s was a Ka-29, to provide reconnaissance and target designation. On 6 January 2001, the Ka-50 used live weapons against a real enemy for the first time. On 9 January, at the entry into a mountain gorge in the area of a settlement named Komsomolskoye, a single Ka-50 accompanied by an Mi-24 used S-8 unguided rockets to destroy a warehouse full of ammunition belonging to Chechen insurgents. On 6 February, in the forest covered mountain area to the south of the village of Tsentoroj, the strike group composed of two Ka-50s and the sole Ka-29 discovered and, from a range of 3 km, destroyed a fortified camp of insurgents using two "Vikhr" guided missiles. 14 February, saw a similar strike group carrying out a "hunting" mission in the area of Oak-Yurt and Hatun. In difficult conditions, pilots found and destroyed eight targets. These missions tested the type's airframe, as well as its on-board systems and armament. Its successful performance in difficult, mountainous terrain once again confirmed the usefulness of the many advanced features of the Ka-50's design, including its power and maneuverability.
It is unclear if the type has been used in combat since. It has participated in a number of exercises, including "Boundary 2004" which took place on the Edelweiss mountain range in Kyrgyzstan, in August 2004. Once again the "Hokum" demonstrated its advantages by operating at a high altitude and an air temperature of more than 30 °C. A Ka-50 provided cover for the landing of troops and then successfully worked on the ground targets using its cannons and rockets.
Ka-50 Bort 22 with a distinctive "Black Shark" livery was lost in a crash during 1998. Its pilot Maj.Gen. Boris Vorobyov was killed in the crash.
India issued a request for proposal for 22 attack helicopters for the Indian Air Force in May 2008. The Kamov Ka-50 along with Mil's Mi-28 and Eurocopter's Tiger were the front-runners for this order as of October 2008. The tender though was eventually cancelled and later India announced a new tender, with revised conditions. Russia again offered Mi-28N and Ka-52.
Russia is receiving Ka-52s as of 2 January 2011.
